House Rules: Condominum Living

Change of Mailing Address
The official mailing address of all residents in our record is based on information indicated in the Sale & Purchase Agreement. To ensure correct and prompt delivery of all correspondences, residents are required to immediately inform the Management of any change in mailing address by completing the prescribed form available from the management office.

Resident Card
Each resident will be entitled to an initial issue of a Resident Card, subjected to a fee of $10.00 per card.

Residents may apply for the Cards using Form Al available from the Management Office, during office hours.

To be eligible for the application of a Resident Card, the applicant must be above 12 years of age and residing in Tropical Spring on a permanent basis. His/Her identity card or Tenancy Agreement must also bear the Tropical Spring address.

Domestic helpers do not need to apply for the Resident Card. However, they are required to be registered under their respective unit at the Management Office.

Please report loss of Resident Card to the Management during office hours.

Residents must surrender the Resident Card to the Management when vacating the estate.

Application of Proximity cards
Each unit shall be entitled to any number of Proximity Cards and has a charge of $30.00 per card.

Residents must surrender the Proximity Card to the Management Office upon vacating the estate or when their tenancy expires.

Please report loss of Proximity Card at the Management Office during office hours.

Installation of Window Grilles and Gate Grilles
Any gate grilles shall be fixed within the strata boundary of their respective unit without encroaching into the common property. Grilles for the windows must be installed behind the existing window panels of the unit.

Drilling of floor tiles, walls or any other surfaces within the common property is strictly prohibited.

Carparking And Transponder Disk
1. Each unit is entitled to one car park lot and one Transponder Disk for the car auto access system.

2. Residents may apply for the disk using the Form Al enclosed in this folder and collect them from the Management Office during office hours.

3. A Transponder Disk shall only be issued to an owner/tenant who is residing at Tropical Spring. Tenants shall be required to present their Tenancy Agreement during the application.

4. Documentary proof of vehicle ownership shall be presented to the Management during the application.

5. Each apartment is entitled to only one (1) disk assigned to one (1) vehicle. A charge of $60.00 per disk applies.

6. A Transponder Disk is not transferable for use on another vehicle.

7. A Transponder Disk should be displayed prominently on the top left corner of the front windscreen of the vehicle for scanning purpose. Displaying it behind sunshade or dark tinted windscreen flim is prohibited.

8. Residents must surrender the Transponder Disk to the Management when their tenancy expires or upon vacating the estate.

9. Please report loss of Transponder Disk at the Management Office during office hours.

10. Parking areas are not to be used for recreation, storage or repair works by residents or their visitors.

11. Visitors’ vehicles are permitted to park at the designated visitors’ car park lots only.

12. All vehicles parked in the condominium will be at the owner’s risk. The Management shall not be held liable for any theft, damage or other misdemeanour caused to the vehicles and/or their contents.

13. Vehicles exceeding the height of 3.5m and/or the weight of 3.5 tonnes are NOT permitted to enter into the estate.

Kindly request your renovation contractors to abide by the above guidelines.
If in doubt, please consult the Condominium Manager for further clarification.

Telephone Intercom System (TIS)

The telephone intercom system allows communication between residents in each unit and the security guards in the guardhouse. All residents are required to provide a household telephone line number to the management. This will be programmed into the telephone intercom system which will be useful contact references, in the event of any emergency e.g. fire.

Residents may contact the Security Guardhouse at telephone numbers 6786-3116 (TIS hotline) or 6786-9702.

Keeping of Pets
Household pets may be kept, provided they do not cause disturbance or nuisance to other residents. Pets are not allowed to roam freely in the common property without being leashed/ caged.

For the consideration of other residents, pets are not allowed in the tennis court, function hall, gymnasium, karaoke room, swimming pool, children’s pool, Jacuzzi, barbecue areas and area around the poolside.

Pet owners are fully responsible for the cost of cleaning/repairing the common areas littered/ damaged by their pets.

Additions/ Alterations (Renovation) Works
1. Administration
All Residents must fill in Form B1 enclosed in this folder before carrying out any additions/alterations (A/A) works.

2. Submission of Application
Residents must comply and submit the following documents to the
Management Office for approval at least 3 working days in advance before commencing on any A/A works:

(a) The approval letters from BCD or other relevant government authorities together with a copy of the approved plans where applicable are to be attached.

(b) Form B1, stating the nature, extent and location of the A/A works to be carried out with details on the materials to be used, work schedule, (including commencement date and estimated period for completion) and particulars of the contractors.

(c) Residents are required to place a deposit of S$600.00 with the Management before the commencement of any work. The deposit will be refunded upon completion of renovation work and subject to the joint inspection between the Management and unit owner.

3. Working Hours
(I) Residents must exercise due care and caution to ensure that no disturbance, nuisance or annoyances are caused to their neighbours.

(II) A/A works are to be carried out on weekdays between 0900 to 1700 hours and Saturdays between 0900 to 1200 hours. Works beyond the stipulated hours are strictly prohibited. A/A works are not permitted on weekends and public holidays.

(III) All contractors must report at the security guard house to obtain identification cards, and to wear their cards at all times.

Disposal of Bulky Waste and Renovation Debris
(I) Bulky waste and renovation debris shall not be left on the common property.

(II) Residents must ensure that their renovation contractors carry out proper disposal or removal of renovation debris within the stipulated period approved by the management.

(III) Resident or renovation contractor shall under no circumstances throw renovation debris down the refuse chute or wash down into the water cistern or floor trap. If choke occurs due to non-compliance with this condition, it shall be cleared to the satisfaction of the Management at the sole expense of the Resident.

(IV) If renovation debris are left behind on common property during or after the completion of A/A works by the contractors, the Management will engage its own contractors to carry out the disposal and all expenses incurred will be deducted from the deposit.

Commencement/Supervision of Works
(I) No works are to be carried out unless Form B1 has been completed and submitted to the Management for approval. The approval from BCD or other relevant government authorities where applicable, are to be obtained prior to the commencement of works.

(II) The endorsement of the Management does not constitute an approval of the government authorities. The owners must bear full responsibility to ensure compliance with all existing building legislation and regulations relevant to each type of work.

(III) Residents are responsible for the works of their authorized occupants, contractors, sub-contractors and their workers. Appropriate measures must also be taken to prevent any possible damage to any property and injury to other owners or any third parties.

(IV) Residents are responsible for the proper supervision of their contractors and ensuring full compliance with all the terms and conditions governing A/A works.

(V) A/A works must be carried out entirely within the Residents’ unit and under no circumstances, storage, hoarding and preparatory works are allowed within the common areas.

(VI) No structural elements of the building may be tampered with under any circumstances. Where in doubt, please consult the Condominium Manager.

(VII) Any alteration to the existing doors and windows at the external façade must be approved with a written consent from the Management.

(VIII) Any alteration/modification of electrical circuit, upgrading of electricity supply must be carried out by EMA (Energy Market Authority) approved contractors(licensed electrician). In addition, written approval must be obtained from the Licensed Electrical Worker of the estate through the Condominium Manager, two weeks before the commencement of works.

(IX) The respective Resident will be held liable for any unauthorised renovations.

Cleaning! Protection of Common Property

(I) To prevent chokage of pipes in common property, workers are not allowed to use the public toilets for cleaning and washing of tools.

(II) Adequate protective covering should be provided from the elevator to the entrance of the owners’ apartment to prevent workers from dirtying the common areas during A/A works.

(III) Protective measures should be taken when moving heavy furniture/equipment to prevent abrasion/scratch/damage to the lift lobby and corridors.

Delivery & Storage of Materials/Goods
(I) Only vehicles below the height of 3.5m are allowed into the estate. Loading and unloading shall only be carried out at locations designated by the Management or Security office.

(II) No storage space will be provided on site. All articles/materials must be stored within the unit. Please note that no temporary storage on the common property is permitted and the Management shall not be liable for any loss or damage caused to their material/equipment during the A/A works.

Inspection by the Management
Upon completion of the A/A works and prior to processing of the refund of renovation deposit, Residents must make arrangement with the Management for a joint inspection to ensure that the A/A works did not cause any damage to the common property.

In the event that any damage is done, the owner shall be fully liable to rectify them to the satisfaction of the Management within seven (7) days from the date of notice served by the Management. Failing which, the Management reserves the right to make good the damages by deducting the rectification costs from the deposit, and recover any remaining costs from the Owner.

In the event of any unauthorized works, the Management reserves the right to demand for the demolition or physical removal of the works and recover from the Owners, all costs and expenses incurred in this connection.

In the event that any unauthorized renovation causes delay in obtaining the Certificate of Statutory Completion for the project, the respective owner will be held liable for any such delay.

Handling of Laundry
All owners/residents are not allowed to hang any washing, towels, beddings, clothing or any other articles on any part of the building in such a way as to be visible from the external, other than on the metal hanger provided in the yard.

House Removal (Moving House) and Bulk Delivery
Residents and their contractors are required to apply/inform the Management of the date/s of house removal or bulk delivery.

All bulk delivery and house removal should be carried out during the following hours:
Monday – Saturday - 9.00 am — 6.00pm
Sunday & Public Holidays -10.00 am — 5.00pm

All deliveries and removals must be reported at the security guard house prior to the work being carried out. Otherwise, the Management reserves the right to refuse entry to any unknown personnel for purposes that cannot be verified.

All contractors must report at the security guard house to obtain identification cards, and to wear their cards at all times.

Workmen carrying out delivery/removal should use only designated lift and staircase so as not to inconvenience other residents. Bulky items including packing and crating materials must be removed and disposed off from the common property by the Residents on the same day they are being brought in.

Residents are not allowed to tap water/electricity supply from the common areas.

Unwanted materials, debris, etc. should not be left in the corridors, lift lobbies, fire escape staircases or any other common areas in the building. Otherwise, the management will remove them and the cost will be charged to the Resident concerned.

Residents must ensure that adequate measures are taken to protect the common property during any bulk deliveries or house removal works.

Residents are responsible for the conduct and behaviour of their appointed contractors. Any damages to the building and equipment caused by the moving of furniture or other effects shall be replaced or repaired at the expense of the Resident concerned.

Common Property
No notices are allowed to be placed at the corridors, lift lobbies, notice board, etc without written consent from the Management.

Residents shall take all reasonable measures to ensure that any child, of whom he is responsible for, shall not cause any damage to the common property and create any noise likely to interfere with the peaceful enjoyment of other residents.

Residents shall not obstruct the lawful use of the common areas by any person.

Residents shall not damage any lawn, garden, trees, shrub, plant or flower being part of the common property.

Residents shall not use any portion of the common areas for his own purposes.

Residents shall not mark, paint, drive nails or screws or the like into, or otherwise damage or deface, any structure that forms part of the common property without an approval in writing from the Management.

Residents when upon the common area shall be adequately clothed and shall not use language or behave in manner likely to cause offence or embarrassment to other residents.

Residents shall take all reasonable steps to ensure that his invited guests do not behave in a manner likely to interfere with the peaceful environment of other residents.

Residents and their invited guests shall on deposit or throw any rubbish, dirt, dust or other material at the common areas.

Residents shall not store any flammable chemical, liquid, as or other flammable material upon the common areas.

Residents shall not store any personal belonging including bicycles or similar in the common areas.

Residents shall not place any obstruction at the free escape route, staircases, hosereel, fire hydrant and any other life saving equipment.

Residents shall ensure that no potted plants or other objects are placed dangerously on balconies/planter boxes where they can fall and cause bodily harm to person below.

Residents shall ensure that no private functions or gathering shall be held in any common or recreational areas without the prior written approval from the management.

Residents shall keep clean all glass windows and doors on the boundary of his unit, including that part that forms the common property.

Others
Residents shall be responsible for the actions of their authorized occupants and invited guests.

Residents shall maintain his unit including all sanitary fittings, water, gas, electrical and air-conditioning pipes and apparatus in a good condition so as not to cause annoyance to other residents.

Residents shall not use his unit for any purpose (illegal or otherwise) which may be slanderous to the reputation of the estate.

Residents shall notify the Management forthwith of any change in the ownership of his unit or any other dealings with his unit of which he is aware.

Residents shall permit the Management and its Agents at all reasonable times and on reasonable notices( except in case of emergency when no notice is required) to enter his unit for the purpose of:-
· Inspecting the unit
· Maintaining, reparing or renewing sewers, pipes, wires, cables, and ducts used or capable of being used in connection with the enjoyment of any other unit or the common property
· Maintaning, repairing or renewing the common property
· executing any work or doing any act reasonably for or in connection with the performance of its duties on the enforcement of these rules and regulations affecting the building.

Residents shall carry out all works ordered by any competent authority in respect of his unit and pay all assessment charges and outgoing in respect of his unit.

In the event of any violation of these rules and regulations, the Residents responsible shall make good and/or compensate for the loss and/or damage caused, to the satisfaction of the Management.

In the event that the Management has to engage any counsel or enforce any of the rules and regulations, or is required either by itself or by engaging contractors to carry out any rectification or remedial works necessitated by the failure on the part of the owner/resident to comply here with within 14 days of notification by the management, the Management is entitled to be compensated in full for all costs incurred including any legal fees on a solicitor and client basis.
